The Swedish National Audit Office, whose independence is enshrined in the constitution, conducts external audit of state activities on the national level.

The Swedish NAO is also involved in international operations which consist of co-operation with other supreme audit institutions, work relating to the European Union (EU), audit of international organizations, and international development co-operation in several countries.

Long-term advisor at AFROSAI-E responsible for development of performance audit

The regional audit organization AFROSAI-E (African Organization of English-speaking Supreme Audit Institutions) has at present 23 members, from The Gambia in the north to South Africa in the south. The organization supports the members in the area of public audit and institutional development using its own model for institutional development.

The Swedish National Audit Office (SNAO) is one of AFROSAI-E s institutional partners and supports the organization with long-term and short-term experts. Since 2007 a long-term expert in performance audit (LTE) seconded by SNAO has been working at the AFROSAI-E secretariat. The LTE assignment is coming to an end, however there is still need for provision of support in the field of performance audit. Therefore, SNAO seeks a long-term advisor, who can manage the regional support in the area of performance audit, in accordance with the annual work plan elaborated by AFROSAI-E.

The long-term advisor will be stationed in Pretoria, South Africa, with the whole region as work field, implying traveling to the offices of the members of AFROSAI-E. The assignment is estimated to commence 1 April, 2009, and end 31 March, 2011.

Tasks
The tasks include ongoing work with building of competence and skills in the area of performance audit, based on a developed model. Planning, implementation and follow-up of a training course for managers are central components of the model. Other components include training of trainers, development of audit manuals and guidelines, coaching through a website special developed for exchange of knowhow, scrutiny of audit reports candidates to the SNAO Prize, etc.

Qualifications

. Profound theoretical knowledge and vast practical experience from performance audit, its development and specific problems
. Experience from and ability to communicate and co-operate with Auditors General and other representatives of audit organizations, as well with other relevant stakeholders within the African context
. Experience from conducting needs analyses and presenting proposals for the way forward
. Experience from leading training activities within the area of performance audit
. Experience from professional development of audit organizations in Africa and other parts of the world
. Good ability to lead, inspire and encourage people
. Will and ability to work independently
. Good ability to express yourself in the English language, both orally and in writing.
