Key Responsibilities:


We're looking for a full-time authority consultant who will collaborate with other consultants on the project.


The consultant / consultants must work operationally by becoming familiar with the business and our governing documents, conducting interviews with key people, preparing proposals, and documenting the results in the form of the deliverables listed above. Later on, the same consultant / s may be given continued responsibility for putting the proposals into action.


The department is in charge of developing and managing standardised working methods and processes, as well as the agency's strategic digital development and IT systems, services, and tools. We're also in charge of the development process and methods, such as the development portfolio, project model, and other approaches.


The department receives funding from a variety of sources, including grants, loans, and user fees. The demand for IT system and service development, operation, and management is large and growing. The department employs a large number of consultants. The way the department currently budgets and finances its operations is extremely complicated.


The model is difficult to grasp, costs are unclear, and managing, leading, and forecasting the business becomes difficult. The various sources of financing, as well as the associated financial conditions, impose limitations and undesirable lock-in effects.


Before budgeting for next year, there is a need to establish a foundation for determining whether changes to the department's budgeting and financing of operations are required.
