Context
Threats to electoral processes are accelerating beyond what electoral management bodies (EMBs) and other implicated agencies can withstand. These threats are both natural and man-made; they are external to electoral processes, such as the pandemic, terrorism or severe weather; or specific to the elections and their results, such as the deliberate undermining of democratic processes, whether through disinformation, illicit funding or cyber-security attacks.
Inspired by its work on electoral risk management, democracy resilience and conduct of elections during the Covid-19 crisis, the Institute has devised an integrative framework that promotes the systematic application of risk management, resilience-building and crisis management methods to protect elections. While these concepts are indispensable in many sectors that face high risks, the original research conducted by International IDEA confirms that they remain mostly underutilized in the field of democracy and electoral assistance.
As part of the three-year project, the Institute will work to develop an Integrated Framework for Protecting Elections. This conceptual and programming framework will combine knowledge resources, training curriculums and assessment and analysis tools to unlock synergies between different remedies for protecting electoral integrity. The coherence of such an approach can enable electoral management and electoral assistance to more effectively respond, learn and align with broader initiatives to protect democracy.
The Associate Programme Officer will join and support the Electoral Processes team in implementing project activities relating to research, development of various resources and conduct of tests and pilots in several countries worldwide.
Duties and Responsibilities
- Conducts substantive research on topics related to protecting elections and supports the team in coordinating external research efforts;
- Develops drafts and contributes to the development of various resources, such as reports, knowledge, training and analysis, and assessment products.
- Supports the project team through performing logistical and admin duties related to project events such as expert group meetings and missions
- Support activities relating to tests and pilots of the Protecting Elections Framework in different countries and regions worldwide.
- Undertakes communication and outreach tasks, including the development of social media content and other communication products.

- Requires good knowledge, excellent skills and initial experience in their field;
- Will contribute to assigned projects in different aspects of the project life cycle, more specifically will conduct research and analysis, will draft various documents (articles, concept notes, agreements, etc.) and will support the projects vis-à-vis all internal and external stakeholders;
- Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute as required;
- Can be expected to travel globally to any geographical area involved in his/her projects;
- Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
- Acts in accordance with International IDEA’s core values; Respect, Integrity and Professionalism;
- Integrates a gender and diversity perspective in all activities.
Reporting line
- Senior Advisor - Elections, Conflict and Risk Management
Education and Experience
- University degree in political science, law, international relations or other related subjects.
- A minimum of three (3) years of relevant professional experience (including substantial internships), working in the field of elections, democracy and governance
- Experience working in an international context e.g an intergovernmental organization considered an advantage;
- Field experience is desirable.
- Fluency in written and oral English is required. Knowledge of any other widely spoken language in an International IDEA priority area (French, Spanish, Arabic) would be considered an advantage.
Terms of Contract:
- Local Post.
- Fixed-term appointment for three (3) years.
- Remuneration - SEK 34,643 per month
Please note as this is a local post, International IDEA will bear no costs relating to the relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Sweden for the duration of the contract. International IDEA is not able to support work permit applications.
