Background
The Tenure Facility was launched in October 2017 as the first international financial mechanism exclusively focused on securing land and forest rights for Indigenous Peoples and local communities across the developing world. Recognizing local and Indigenous rights to land and forests constitutes one of the most important opportunities to promote sustainable rural development, address global climate goals, and reduce local conflict at a reasonable cost.
The Tenure Facility provides grants and technical assistance directly to Indigenous Peoples and local communities´ organizations to scale up implementation of land and forest tenure reform policies and legislation; and enable governments and communities to test new models and approaches to securing rights. Through grants and assistance, the Tenure Facility supports practical solutions to implementation challenges, assists governments and communities to overcome administrative obstacles to land rights recognition and titling, and builds the capacity of government agencies responsible for titling and protecting indigenous and community rights. In so doing, Tenure Facility projects support achievement of the Sustainable Development Goals (SDGs), with particular impact on the rights of women, poverty reduction, conflict resolution, and climate change mitigation.


Overarching responsibilities
The Chief Programme Officer will lead a Programme unit and be responsible for the organizations´ programme work, The Chief Programme Officer reports to the Executive Director and is part of the senior leadership of the Tenure Facility. She or he will contribute to establish the Tenure Facility as a highly credible and respected financial mechanism among international development institutions and donors, generate mutual trust and respect of local communities, ethnic groups and Indigenous Peoples, and must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace while managing a Programme team.
Job Description
Manage a programme unit, with responsibility for the development and management of grants to scale-up tenure security in key countries
Facilitate and support the process for approving existing and potential grantees concepts, proposals and projects,
Work with service providers, consultants and technical assistance providers to assist existing and potential grantees in the development of concepts, proposals and implementation strategies
Work with existing and potential grantees in-country to support grant management, results tracking, reporting, and learning
Developing platforms and opportunities for linking grantees to existing networks, practitioners and other allies in related fields, such as those working on environment, climate change, women’s empowerment, green growth and sustainable development goals
Monitor deliverables of service providers and consultants


Qualifications and requirements
Commitment to the Tenure Facility’s mission and goals
Proven experience and a demonstrated ability to successfully manage projects and consultants and to develop and implement new systems to track projects around the world
At least 8 years’ professional experience, with a minimum of three years’ managing international programs
Advanced degree in fields of forestry, natural resource management, social or natural science, public policy, international development, organizational and project management, or related fields
Successful track record in project reporting and communicating project impacts, preferably experience with Sida, Norad and other major international bi-lateral donors and private foundations
Prior experience working in senior management in non-profit organizations, or related alliances and networks
Prior knowledge in non-profit financial analysis
At least two years’ experience working with Indigenous Peoples and local communities in Africa, Asia, or Latin America
Fluency in English, and French or Spanish
