Required expertise of the consultant
Required minimum
• University degree with minimum 3 years of experience in data management OR non-university degree with minimum 5 years of experience in data management;
• At least three years of experience in data quality assurance, including experience in performing data quality analysis and data validation;
• At least three years of experience in data warehousing (modelling, loading, tuning);
• At least two years of experience in handling large, complex data sets;
• At least three years of experience in using EL tools to create and manage data flows, data Migration, data manipulation and aggregation;
• Using SQL and T-SQL;
• At least two years of experience using MS SQL Server;
• Level of English, both written and spoken corresponding to CEFR level equal to B2 or higher;
Advantageous
• Experience in the field of epidemiology and/or public health (at least 6 months);
• Experience in managing large, complex, public-health-related data sets (at least 6 months);
• Experience with providing external user support through helpdesk (at least 6 months);
• At least two years of professional experience in a multicultural and multilingual context.
Tasks and Deliverables by the Consultant
The consultant/s shall be requested to perform various tasks related to the data management activities at ECDC, as described for each specific profile in the Framework contract. Other specific tasks in the area of the consultant profile can be requested on demand, depending on the workload of the General Surveillance and Data team and on the ongoing projects, and as follows:
Data Manager
 Support collections of data from the EU/EEA Member States, and neighbouring countries when applicable; set up and maintain collection of data from external sources (such as websites, open data repositories, third-party databases);
 Define and create data flows to integrate data into ECDC systems and databases;
 Perform data validations and support the process of data quality management in collaboration with the data steward;
 Define, prepare, execute and test data transformations and data migrations (historical data; tool migration);
 Provide high-quality user support for the +/-1000 external TESSy users;
 Support the development of metadata defining new/updated data collections, data storage, data flows, data analysis and reporting;
 Support the data cleaning process by gathering requirements from the data stewards,
 Implementing the cleaning, implementing the testing and validation of the cleaning tasks, and ensuring the best and reliable quality for outputs preparation.
 Support the definition and production of outputs together with data stewards and stakeholders, and support the production of high-quality external and internal reports and outputs.
