Médecins Sans Frontières is looking for two Evaluation Officers to the Stockholm Evaluation Unit
MSF is an international medical humanitarian organization determined to bring quality medical care to people in crises around the world, when and where they need regardless of religion, ethnical background or political view. The Stockholm Evaluation Unit (SEU) is a delocalized unit to MSF Operational Centre Brussels’ (OCB) Operations department, and operating out of MSF Sweden. We are now looking for two Evaluation Officers to join the unit and contribute to our delivery of quality evaluations of MSFs operational projects around the world. The unit includes five people (seven with two new Evaluation officers): the Head of Evaluation Unit, an Evaluation Manager, a Medical and a Technical Referent and a coordinator. We primarily evaluate medical humanitarian operations, finalizing approximately 15 evaluations per year, mainly for OCB but also for other entities upon request. Besides supporting the projects directly, transversal analysis on the basis of the completed evaluations, also contribute to institutional learning. Through these, our main aim is to contribute to learning and accountability within the MSF movement.
The role
As Evaluation Officer, you will guide evaluations in accordance with the SEU’s internal approach and guidelines, by facilitating the main stakeholders’ participation and engagement in the evaluation process through ongoing communication, and by working closely with the unit’s other members who secure the quality of our deliverables.
Main responsibilities
Reporting to the Evaluation Manager, the Evaluation Officer:
- Guides evaluations in accordance with the SEU’s internal approach and guidelines.
- Identify, brief, and coordinate relevant stakeholders.
- Integrate technical support from the units’ technical and medical referents.
- Support evaluators’ data collection.
- Propose and follow up on activities aimed at disseminating and using the evaluation.
2. Analyses and communicates on the object and context of the evaluation.
3.Implements Classic project management tasks like developing and monitoring the evaluation budget, as a part of the evaluation process.
We are looking for you with
- At least 2 years operational experience in INGOS, preferably in humanitarian programming.
- Experience of and proven project management skills
- Basic understanding of qualitative, quantitative, and mixed methods in social sciences.
- Fluency in English, written and spoken.
- Excellent user of the Office360 IT package
It’s valuable if you have:
- Experience with MSF, preferably project implementation (medical operational).
- Demonstrable interest, knowledge and understanding of evaluations.
- Experience in working in a cross-cultural environment.
- Knowledge and understanding of issues related to global public health.
- Experience of working with any additional IT tools that facilitate analysis and presentation of quantitative and or qualitative data.
- Fluency in French, written and spoken.
To be successful in this role, you should have strong skills in interpersonal communication, be an analytic thinker with the capacity to engaged in inquisitive and critical analysis. It will be essential that you enjoy a flexible way of working and have experience from working in a fast past environment where priorities might change quickly. You are an engaged, curious, and active learner.
Employment terms and conditions
- Type of contract: Permanent, full-time
- Location: Flexible, however you will need to be present online between 10:00-16:00 CEST. You need to be based in and have permission to work in a country where MSF has a presence. You need to have a solid internet connection where you are working from. You will be expected to travel (up to 20 %)
- Entry date: ASAP
- Salary: The salary is set according to MSF Salary policies, (local terms depending on where you are based). According to the Swedish salary grid, it is scored at a level 15 but this can potentially change slightly depending upon location (it is up to the discretion of the MSF office to set the level of the position within their office).
