This position performs work requiring advanced knowledge which is predominantly intellectual in
character and which routinely exercises discretion and judgment. The advanced knowledge is in a field
of science or learning and gained through a prolonged course of specialized intellectual instruction,
experience, and expertise acquired in the field.
Scope:
This position provides projects with technical expertise in one or several areas of discipline. Leads
discipline engineering specialists in providing technical assistance to construction management.
Principal Job Duties & Responsibilities:
§ Execute the construction engineering specialist program, which includes the exchange of
engineering information among the client, design engineer, and company project
§ Perform technical administration of contracts
§ Maintain working knowledge of applicable codes and standards for a project
§ Provide technical interpretation of design documents in support of construction managers,
superintendents, and contractors and provides specific expertise for problem solving activities
§ Prepare material take-offs as well as initiate and prepare requisitions for the procurement of
services, materials, and equipment necessary to support the project schedule
§ Coordinate the completion of construction activities in assigned systems and prepare punch lists
to ensure the readiness of systems for release for turnover to the client or for start up
§ Maintain liaison with the design engineer to schedule and coordinate the release of
construction design documents in support of the construction schedule
§ Provide marked-up drawings and information required for the preparation of as-built drawings
§ Interpret the intent and requirements of the design documents; ensure design drawings are
reviewed for completeness and constructability; and ensure drawings are marked-up and
information provided as required for the preparation of as-built drawings
§ Coordinate, obtain, and provide responses to Requests for Information (RFI) as required
§ Coordinate engineering input and analysis on project progress, compliance, and close-out reports
§ Provide the technical and construction engineering expertise required to support the project
§ Provide technical evaluation of bid proposals
§ Participate in pre-construction planning efforts during the Front-End Engineering Design (FEED)
and development phases of projects, including the coordination and implementation of the
constructability review program
§ Analyze and make independent recommendations regarding solutions to problems with varying
complexity in accordance with organization and/or project objectives and guidelines
§ Organize and prioritize a variety of projects and multiple tasks in an effective and timely
manner, set priorities, and meet deadlines
§ Plan and organize own work assignments, as well as carry out tasks from management staff
§ Maintain compliance with all applicable policies, procedures, and global standards
§ Adhere to and support Health, Safety & Environmental and Sustainability Policies
§ Effectively develop and apply the Core Skills to the job
§ May need to travel to attend to business related matters
§ Meet expectations on attendance and punctuality
§ Other duties as assigned
Typical Minimum Qualifications - Related Education, Experience & Skills:
§ Accredited four (4) year degree or global equivalent in applicable field of study and fourteen (14) years of work-related experience or a combination of education and directly related experience equal to eighteen (18) years if non-degreed; some locations may have additional or different qualifications in order to comply with local regulations
§ Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
§ Job related technical knowledge necessary to complete the job
§ Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
§ Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Duties & Responsibilities:
§ Provide input to project controls regarding progress measurement and quantity surveys
§ Provide feedback to Contracts department on subcontractors claims to progress
§ Participate in Fluor University®
Preferred Qualifications - Related Education, Experience & Skills:
§ Construction Management degree or global equivalent
§ Typically has twelve (12) years of field project experience
§ Commensurate skills for an assignment to a project with a value between US$500 million and US$1 billion or global equivalent
§ Advanced computer and software skills to include the use of word processing and email as well as the advanced use of spreadsheets and electronic presentations
