The main functions of the post: To manage, motivate and lead the Finance team; To maintain and enhance the Project and Financial Management System; To support the development of donor proposals and agreements. Duties and Responsibilities: To ensure efficient performance of all activities relating to accounting, treasury, financial reporting, financial analysis and internal control in accordance with International standards and with the Institute's Finance Rules and Regulations; Manages all operational aspects of the Finance Unit by planning resources; directing personnel; negotiating contracts including consulting support; and implementing policies, procedures and systems; Monitors income and cash flow in multiple currencies and authorises necessary transfers so as to optimise investment income; Monitors, maintains and develops as required the Project and Financial Management System and ensures optimal usage; Manages all finance staff so as to effectively recruit, evaluate, motivate, and oversee all activities; Maintains and develops, as required, Finance Rules, Regulations, Policies and Procedures; Provides advice to the Director of Finance & Administration on all matters pertaining to the general financial management of programmes and projects throughout the Institute; Ensures consistency of application and understanding of all relevant finance processes throughout the Institute; Qualifications and Required Skills Education: University degree in Accounting, Business Administration, Economics, Finance Management or equivalent Professional Experience: Minimum ten (10) years experience of budgeting, accounting, forecasting and resource allocation, preferably within an international organisation; Minimum five (5) years of management experience, including motivating, leading and developing teams and problem solving; Knowledge and experience with a donor agency or with an organisation in receipt of funds from multiple donors, e.g.EU or UN is highly desirable; Membership of an internationally recognised professional accountancy body.Functional Competencies: Experience of financial responsibility for budgets; Experience of developing accounting guidelines, preparing end of year accounts and external liaison with auditors; Knowledge of International Public Sector Accounting Standards; Ability to devise, monitor and maintain financial management information systems and procedures; Ability to devise and implement strategic development and resource planning, particularly in the areas of staff development and the management of change; Ability to work on own initiative, prioritise work, handle pressure and take day-to-day decisions on the running of the Finance Unit.Computer skills: Knowledge of Microsoft Office package and Internet; Proficiency in working with SQL based financial management information systems; Knowledge of database programmes in financial analysis, fiscal management and financial reports; Knowledge of major international accounting & budget systems - previous experience with Maconomy would be highly valued.Language Skills: English: Excellent knowledge both written and orally.Other: an asset.Terms of contract: 3 Year Fixed Term Appointment International IDEA is an equal opportunity employer which seeks to further diversify its staff in terms of gender, culture and nationality.
