The Stockholm International Water Institute (SIWI) is looking for an experienced francophone Programme Manager to work on different water and sanitation programs at the global level, based in France, Sweden or SIWI Regional offices.
SIWI is a policy institute that generates knowledge and informs decision-making towards a water wise world. SIWI conducts research, builds institutional capacity, and provides advisory services to water decision-makers and practitioners in emerging and developing economies. Our expertise relates to multi-level governance of shared water resources and sustainable delivery of water and services. We work on the linkages of water with sectors such as climate, food and energy and at multiple scales in countries, cities, rural communities and along river basins.
About the department:
The Water and Sanitation Department implements programs in the areas of water and sanitation service delivery, and also conducts several activities in coordination with the water resources department, with the aim to contribute to achieve sustainable and resilient water and sanitation services. The Department also conducts research studies and capacity building oriented initiatives.
Description of the position:
The assignment is a full-time position. The Manager will be responsible for implementation and development of water governance related projects in relation to resilient water supply and sanitation. This includes managerial functions, as well as capacity building, technical support and advice on governance related to water supply and sanitation issues; responsible for project development and development of methodologies, tools and knowledge products.
The Manager will contribute to the implementation of the Accountability for Sustainability Partnership; within this program, the Manager will:
- support UNICEF Country Offices to deliver sustainable, climate resilient WASH programs, through support on climate risk analysis and related action planning;
- support the operationalization of the Water and Sanitation Game Plans, with specific focus on the development and implementation of climate resilient water and sanitation strategies and programs,
- support other elements related to WASH systems strengthening.
- support UNICEF in the development of Water and Sanitation Service Delivery Model tool and case studies
- provide technical support and advisory services to support WASH governance processes to countries and to SIWI partners as per demand
- contribute to the implementation of other programs in the water and sanitation department, mainly in Africa, although specific support in Asia, MENA and LAC may be also requested.
In addition, the Program Manager will:
- contribute to the thematic development of SIWI’s portfolio in the areas of resilient water supply and sanitation.
- develop and/or contribute to the development of knowledge products, training materials, methodologies, tools, and research.
- organize and facilitate workshops / trainings as needed.
- identify and develop relationships with national and regional partners.
- develop project proposals and strategic partnerships
- carry out financial and administrative oversight and results reporting of the programs in charge of.
- represent SIWI in international fora, as appropriate.
- contribute to internal knowledge management and collaboration with other SIWI departments.
The Manager will work within the Water and Sanitation Department and collaborate with other departments at SIWI, as necessary for the different assignments. The programme Manager will be supervised by the Water and Sanitation Department Director.
Required skills and competencies:
- experience of working with WASH governance in relation to water supply and sanitation at local, national, and international level.
- experience of working with global climate change and disaster risk reduction processes. Solid understanding of environmental and climate policies, strategies, institutions, and regulations.
- experience of working with capacity development, stakeholder facilitation, institutional strengthening, and policy development.
- experience in working in francophone African countries will be an asset.
- strong managerial skills, including planning, budgeting and risk management; managing external and internal relations
- experience of working on safely managed sanitation, covering the full sanitation chain will be an asset
- solid understanding of the linkages between sanitation and climate change, in relation to both adaptation and mitigation strategies
- experience in applied research will be an asset
- good drafting, communication and exellent interpersonal skills
- ability to function effectively as part of a team.

Education and work experience:
- Bachelor or Master’s degree in relevant Social or Natural / Engineering Sciences.
- PhD in relevant topic is preferred.
- 8+ years of experience working with policy development and implementation of water and sanitation services in emerging and developing economies contexts.
- a minimum of 3 years of experience working with sanitation and/or climate change issues
Language skills:
- Fluent in French is required
- Proficiency in English is required
- Good level of Portuguese or Spanish will be a strong asset.
- Knowledge of other global languages will be desirable.
Duty Station:
The full-time position can be based in France - homebased (if the applicant holds a valid working permit in France) or at SIWI Headquarters office in Stockholm. In addition, holders of a working permit in South Africa will be eligible to work from the SIWI Africa Regional Centre in Pretoria. Holders of a working permit in Jordan will be eligible to work from the SIWI WANA office in Jordan. Ability and willingness to travel and be part of short-term missions is required (up to 30% of the time)
Duration of contract
The position is a 15 months contract, subject to renewal upon good performance and availability of funds. Preferred starting date is July 2023 or as soon as possible.
