ESS is now looking for a Group Leader for Procurement Administration for the Supply, Procurement and Logistics division, organised within the Project Support and Administration Directorate.
Under the Head of the Supply, Procurement and Logistics Division, the position involves directing, planning, coordinating, organising, conducting and controlling procurement for ESS, and includes worldwide procurement of a broad range of commodities and services for project and administrative support. The work involves close cooperation with different divisions and groups within ESS in order to accomplish the organization’s mandate and to meet its objectives for the different phases of the project. It also involves internalization of the organization’s procurement rules, as well as the procedures of evolving procurement issues.
Job description
Your main areas of responsibilities as the Group Leader for Procurement Administration will be to:
• Supervise ESS staff and consultants, as required, including work environment responsibility
• Support the Head of Division in overall management of the Division
• Under the Head of Division, planning, organising, coordinating and supervising the ESS procurement activities in the most effective and economic manner, including development of procurement plans, review of work flows and practices to optimise the use of resources.
• Conducting, advising and directing the necessary planning, tendering processes, negotiation, administration and when necessary, termination of contractual and procurement actions.
• Develop, implement and improve procurement and contracting procedures and rules in-line with ESS adopted document structure set-out in ESS Management System. Reviewing and revising of technical documentation for tenders and other agreements for completeness and plausibility and developing procurement strategies on case by case basis.
• Collaborating with technical, legal, quality experts to ensure consistency of the procurement processes.
• Managing procurement processes, including preparation of tender documentation, bid openings, evaluations and award recommendations.
• Act as main responsible for development and improvement of electronic procurement tools and solutions in close collaboration with the ESS ERP team and IT Division.
• Preparing standard purchase orders and contractual agreements.
• Contracts management with technical owners and other divisions, as required.
• Maintaining of procurement files and ensuring that files are up to date.
• Drafting and reviewing of templates developed for procurement in line with established procedures and rules and support the Head of Division in implementing these.
• Support the Head of Division in developing and conducting procurement training in ESS.
• Acting as focal point for Innovation Agreements.
• Strengthening the procurement function within ESS and representing the ESS procurement function outside ESS in conferences, workshops, seminars etc.
Qualifications
As Group Leader for procurement we expect you to have proven leadership skills and experience in coordination of work. As a leader you are able to motivate others and convey your views with confidence. You have excellent skills in regards to communication and collaboration. Having multicultural skills and experience in working in a scientific and technical environment is advantageous in this role.
Your educational background is a university degree or equivalent preferably within Finance, Business Administration, Law and/or Engineering. You have at least five years experience as a procurement officer within large-scale projects, preferably in a technical area, of which at least three years with line manager responsibility. At least two years experience of complex and advanced procurements, preferably on an international or European level and at least two years experience from public procurement including working knowledge of public procurement principles and relevant EU procurement directives are essential.
Experience in international, European and/or Swedish customs, VAT and tax legislation is an asset.
Knowledge of Project Management is merited. English is mandatory and other European languages an advantage. Experience of working in an international environment is essential.
ESS is in the process of transitioning from construction to operation and hence a large focus will be on making the ESS procurement ready for supporting an organisation in operation. Relevant experience is a definite advantage.
