Overall description of role
The Human Resources Manager guides and manages the overall provision of Human Resources services, policies, and programs for the company.
Detailed description of role and specific responsibilities
• Supervises management of subordinate job relationships for the phases of establishment, performance and closure;
• Manages social security relations in the phase of emission, management and terms of validity of administrative measures;
• Originates and leads Human Resources practices and objectives that will provide an employee-oriented; high-performance culture that emphasizes empowerment, quality, productivity, and standards; goal attainment, and the recruitment and ongoing development of a superior workforce;
• Coordinates all Human Resources training programs, and assigns the authority/responsibility of Human Resources and managers within those programs. Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports;
• Assists managers with the selection and contracting of external training programs and consultants;
• Assists with the development of and monitors the spending of the corporate training budget. Maintains employee training records;
• Interviews management and executive position candidates; serves as part of the interview team for position finalists;
• Manages relationships with labour organizations;
• Supervises the management of independent job for professional or mostly personal services;
• Supervises travel expenses reimbursement for employees;
• Manages and keeps up to date the archive with personnel-related documentation;
• Coordinates the search and selection of personnel, qualified or other, in concert with the involved positions;
• Keeps updated the AFM/PM regarding new regulations/laws related labour market;
• Implements, in concert with the PM, the Project personnel management policy;
• Finds presences and overtime hours for employees;
• Writes up the daily register for workers present on site based on reports prepared by supervisors.
• Cooperates with QM for the personnel management relative to quality
• Cooperates with EM for the personnel management relative to environment
• Cooperates with H&S manager for the personnel management and training courses, in case these are to be done by external institutes
• Manages fiscal relationships with hired workers to define the basis of tax and with public administration for obligations related to the position of withholding agents.
