The Project Support and Administration Directorate at the European Spallation Source (ESS) in Lund, Sweden, invites applications for a one-year expert position on Public Procurement of Innovation.
Description of directorate/division
The expert will be part of the Procurement Division. The Procurement Department goal is to service ESS's strategic objectives by utilising efficiently a fully functioning procurement process in order to maximise stakeholder investment. Procurement thereby strives to efficiently provide the optimum service levels whilst focusing on the key technical goals of the ESS by delivering to budget, timeframes and in accordance with the relevant legislations. We will procure the required goods and services by supporting and guiding our internal clients through the appropriate methodologies and approaches in synergy with contractual and internal business processes. Our aim is to achieve best value for money, without compromising quality for the ESS project.
Description of main responsibilities
• Developing ESS rules on PCP and PPI, which are part of the ESS procurement rules and in line with the future ERIC rules.
• Establishing workflows for PCP and PPI involving all relevant stakeholders in the company
• Supervising the implementation of these workflows into project
• Application procedure
• Manage tools at ESS such as Primavera, Agresso etc.
• Developing and implementing ESS specific training modules
• Identify potential future PCPs and PPIs within ESS and in collaboration with partner organisations
• Setting-up of applications for EU grants on Innovative Public Procurement
• Supporting the stakeholder management
Qualifications
As an External Expert of Public Procurement of Innovation you have several years of experience in public procurement that has been complemented by practical experience in Pre-commercial Procurement as well as Public Procurement of innovative products and services. You are familiar with the relevant EU legislation and communication and you have been actively following recent developments on an international level.
Experience of working in an international environment is essential.
Fluent Swedish skills are required; excellent oral and written English skills are a prequisite.

Duration & Location
One year, time limited employment.
The work may be completed remotely, however, it will be required of the expert to be on site, in Lund, Sweden, for briefings in person and meetings/presentations or similar.
Start date
The position is to be filled as soon as possible.
