Historically, defense equipment has been developed according to its own regulations, criteria, and formats, distinct from those used in the civilian sector. There has been a higher tolerance for accidents compared to civilian standards. However, there has been a shift towards expecting defense personnel, at least in peacetime, to have the same level of safety as civilians. Consequently, defense equipment should meet similar safety standards to prevent injuries and accidents.



Defense equipment also has unique aspects that aren't fully covered by civilian regulations (e.g., military weapons), due to their nature and associated risks. Developers may choose to integrate existing civilian technology, which is based on civilian safety documentation and regulations, into military products. Additionally, some products may have "dual use," meaning they can be sold for both civilian and military purposes.

When developing Swedish defense equipment, developers face two main regulatory paths to ensure safety for people, property, and the environment: the Systems Safety Handbook (H SystSäk) and the civilian path (primarily CE marking). Both paths may be applicable simultaneously, requiring compliance with both sets of regulations.

The methodologies and documentation requirements of these paths are somewhat similar and partially compatible but also have differences. The fundamental challenge is to satisfy both regulations without redundant analyses and documentation.

Objective

The objective is for the results to help developers streamline system safety work, satisfy both regulations with minimal redundancy, achieve reliable safety at lower development costs, and provide more manageable documentation.



Expected Outcomes

Identification of the main differences and synergies between the mentioned regulations in the development of defense equipment.

Identification of the minimum common denominator in deliverables/documents that satisfy both regulations simultaneously.

A proposal for synchronizing/streamlining the overall system safety work required by the regulations.

A strong inclination towards understanding and navigating regulatory frameworks is essential. Ideal candidates will possess analytical skills and a collaborative mindset to tackle the challenges of harmonizing safety standards in defense and civilian sectors.
