SEI is recruiting an experienced MEL Specialist who is motivated by delivering change in monitoring, evaluation and learning across SEI.

We are looking for a person that can take SEI’s work with monitoring, evaluation, learning and reporting to the next level. The successful candidate will play a key role in delivering on some of the operational priorities SEI has set in our current five-year strategy, SEI Strategy 2020-2024: Knowledge for Action.
The MEL Specialist will be responsible for developing and operationalizing existing structures and processes for organizational monitoring, evaluation, learning and results reporting in SEI. They will lead the implementation and further refinement of SEI’s MEL procedure with particular focus on learning for organizational efficiency and impact, and be a member of SEI’s Knowledge Management Team (consisting of members from several SEI centres).
The MEL Specialist will be based at SEI HQ in Stockholm and work in collaboration with colleagues in all SEI centres. The MEL Specialist will be part of a small unit, reporting directly to the Operations Director.
Key duties and responsibilities include
Institutionalize, operationalize and follow-up on the SEI Results and Learning Framework to build a comprehensive overview of SEI impacts and outcomes over the five-year strategy period
Lead and coordinate the SEI Annual Results Report. This includes identifying and prioritizing information needs for the Annual Results Report as well as selecting and supporting appropriate data collection, verification and analysis strategies from the MEL procedure
Maintain and continually develop the SEI MEL procedure
Act as the main SEI MEL advocate, with regular communication to the organization about, the need for and reasons why MEL is crucial to SEI
Over time, act as convenor and coordinator of “SEI MEL advocates’ network”. This includes leading tasks and facilitating training of MEL advocates
Who you are
We are looking for a person with a demonstrable interest and experience in monitoring, evaluation, learning and reporting. You are a strong workshop facilitator, mastering both in-person and remote facilitation techniques. You are self-motivated to deliver change in MEL across SEI and are able to work without clear instructions. You are comfortable making decisions without complete knowledge and information. You enjoy working in remote teams and are motivated to act as the main MEL advocate in SEI.
Whilst we are targeting this recruitment at a mid-level professional (at least five to seven years experience) , we will also consider applications from suitably qualified candidates with significantly more experience (over ten years), recognizing that such a position comes with additional responsibilities and expectations (e.g. quality of work, self-leadership and accountability).
Formal qualifications and knowledge
Master’s degree or higher in a related field, e.g. social sciences or humanities (e.g. public management, organizational psychology, results-based management)
A minimum of 5-7 years’ experience working on research management, the bridging of research to policy and practice or organizational monitoring, learning and impact
A minimum of five years documented experience of implementing MEL procedures in knowledge-based and/or development organizations
Experienced facilitator, with knowledge of a number of tested facilitation techniques and methods
In full command of, and ability to critically appraise, outcome mapping and similar MEL techniques
Experience of organizational results reporting
Proven experience in project management
Experience working in multi-disciplinary teams, including teams comprising of researchers, technical roles and practitioners
Excellent command of oral and writing English, including ability to independently write reports in English
Established networks of professionals, practitioners and researchers working in the same field(s)
Personal skills required in the position
Self-motivated to deliver change in MEL throughout the organisation
Able and enjoys working independently, including making decisions without complete information
Strong interpersonal and communication skills
Enjoys and are comfortable convening workshops and online seminars
Proven capacity in task leadership
Has a positive influence on the attitudes of individuals and teams
Capable of providing and receiving feedback in a constructive and respectful manner
