Reporting initially to the Monitoring, Evaluation and Learning (MEL) Manager, the MEL officer will play an important role in the implementation of the Tenure Facility MEL system and support Tenure Facility grantees to enhance their capacity on result-based monitoring, reviewing their internal MEL processes and reporting system.
Job Description
Provide technical support to grantees on implementing MEL plan and logical framework.
Liaise with the MELR Manager to collect and analyse data and to determine progress achieved.
Collect, check, verify and compile data from grantees as stipulated in the MEL plan.
Review and compile monitoring reports, project progress reports and evaluation reports from grantees
Update and maintain the project database.
Work closely with the MELR Manager to enhance the capacity of grantees for proper data collection and reporting.
Contribute to design TOR, training materials, communication materials related to projects and MEL System.
Ensure that field reports, baseline studies and evaluation reports from grantees/consultants are complete and meet the quality requirements.
Assist the Programme Team to prepare period reports of project through providing MEL related information.
Work closely with the MELR Manager and Programme Team to ensure that lessons learned from projects are documented properly.
Contribute in developing and managing internal knowledge products (knowledge management) of the Tenure Facility Programme



Qualifications
Bachelor degree in in natural resource management, Development Studies or equivalent with at least three years of experience in humanitarian and/or development organization in designing, implementing and overseeing MEL related task.
Experience of work related to the Tenure Facility’s field of expertise (land and forest tenure, indigenous peoples’ rights, rural development, food security, natural resource management).
Sound knowledge and experience on writing reports.
Experience of quantitative and qualitative data collection and analysis.
Hands on experience of managing database software.

Able to provide support on developing new tools and methodologies in relation to monitoring, evaluation, learning and accountability.
Experience and ability to use participatory approaches, methodologies and tools when working with others
Good understanding of organisational planning process and an ability to support team members on the program and planning processes.
Excellent writing skills. Able to process information and produce high-quality reports
Conveys complex information clearly and succinctly, including on-line, by long-distance telephone calls and email to diverse audiences.
Able to identify the necessary information, potentially influential actors.
Able to work with individuals from a variety of cultures and backgrounds.
Experience of working effectively within a team
Works well under pressure, maintaining both a high level of accuracy and output. Able to understand and accept changes in priorities, work on new priorities by adjusting other priorities accordingly.
Excellent interpersonal, verbal and written communications, and facilitation skills.
Excellent written and spoken English and Spanish, knowledge of French and Portuguese will be an advantage.
Ability to travel extensively to remote areas
