About the role
As Planning, Monitoring and Evaluation (PME) Officer your responsibilities will be to develop and ensure efficient, effective, uniformed and globally aligned working processes and procedures for planning, monitoring and evaluation of Civil Rights Defenders programming.

You will work in close collaboration with geographic and thematic Departments and function as a learning hub for all Departments on issues related to planning, monitoring and evaluation. The PME Officer will also work in close concert with Civil Rights Defenders thematic advisors.

For guidance in this new and exciting role, you will have Civil Rights Defenders' Vision and Mission and our Management System (CRD-W). The PME Officer reports to the Global Programme Director

Your key activities will be:

- Programme Performance Monitoring such as monitor follow-up actions based on management decisions
- Integrated Monitoring and Evaluation, for example ensure that the HQ Departments and partners use a uniform, well-prioritised and realistic plan of monitoring and evaluation activities
- Programme Performance Planning such as develop and maintain PME systems for project and core granting procedures
- Evaluation, including to establish a process for documenting and tracking PME processes, outcomes, evaluations and learnings
- M&E Capacity Building, for example contribute to partner collaboration of monitoring capacity building, and corresponding activities for implementation in the context of the IMEP or joint UN monitoring plan
- Communication and Partnerships, including to partner with Department Directors to ensure that current and accurate data and results are included in reports, analysis, and relevant internal communication

To be suitable for this role you have:

- A Bachelor’s degree in Social Sciences or an equivalent education
- At least 3 years of relevant experience in strategic planning, or project design, monitoring and evaluation
- Experience with results-based management
- Solid understanding of and experience in knowledge management for the purpose or learning
- At least 3 years of relevant professional work experience, especially in project monitoring and evaluation, statistics and data management
- Good understanding of development cooperation in general and Sweden’s support to civil society in particular
- Good knowledge in rights-based approach to development, as well as gender, environment and conflict sensitivity
- Good understanding of the principles of aid and development effectiveness
- Basic skills in Microsoft 365 (Teams, Outlook, Excel, PPT, Word)
- Knowledge of and experience working with Management Information Systems


Experience in working in different geographic contexts is highly preferable as well as knowledge in international standards on human rights, in gender and development, environment and conflict.

About the employment
This is a full-time permanent employment with 6 months probationary employment, starting according to an agreement.
