Program Development Quality & Safety Manager – PQSM
Purpose of the job
· Manage quality of the ADM program (QCD) that includes engineering/sw quality
· The PQSM is member of the ADM program core team and interface with region PRQSM;
· The PQSM is the main interface in the Program Team for all quality métier needed for the program (PU PQSM, IQ, SQ)
Main Responsabilities :
· Establish the Program Quality plan (including SW) and ensure the proper application during program execution in accordance to the solution requirements or project gap, and to the Alstom processes
· Make sure that DR and Peer Review and Phase review are well prepared and support GR process,
· Makes sure that Engineering and Safety standards are well known and applied: Alert in case of deviation and Manage corrective actions when necessary, propose improvements when relevant;
· Support improvement of engineering processes with the return of experience with site process correspondent network
· To assure quality of engineering Supplier (engineering sub-contractors) and link with SPQD/Industrial Quality
· Support the program teams to prepare gate reviews & follow up related action plans and valid expected maturity status;
· Manage System Engineering/SW/HW quality assurance activities;
· Manage process adherence inspection to demonstrate program adherence and manage process waiver ;
· Realize the quality task needed for System/SW/HW development and V&V activities including sub-contracted activities;
· Realize the safety review, the chapter 2 of the safety case and the delivery review according Alstom Safety standard;
· Realize safety authorization for direct product sales (no project)
· Control program deliverables compliance through inspection or delivery review that authorize delivery to program customer
· Report quality and safety alerts and ensure REX process within the program
· Manage Non-conformities and Safety issues and facilitate problem solving related to ADM product portfolio that are used by project in execution phase to reduce the costs of non-quality (8D, REX and standards evolution)
• To ensure analysis of Quality Engineering KPIs is done during program execution, and propose action plans for improvement when necessary.
• Depending on local organization, PQSM could also oversee some SPQD activities to follow /audit of supplier making development for program (mainly COS) ; In some sites/countries/regions, the PQSM position is merged with the PrQSM position. In some sites the PQSM manages mainly SW component;
• “On Time” Gate Reviews and shared with PMO and performance :“DFQ&DOT” Look Ahead”
• Zero issue fixed after target time agreed on generic system and product (D6 and D4 kpi target)
• Cost of Non-Quality (DNDR decrease) and speed to solve non-conformities (process adherence or safety assessor findings)
• Site/Region, with some travels and/or missions
Educational Requirements :
• MASTER degree in Engineering (electromechanical, sw , digital system electrica) or equivalent
• Knowledge of railway industry (norms, certifications…) and V&V and Safety would be an asset
• 1 years of experience in managing Quality tools and problem-solving tools.
• SW development, M&T for digital development (desirable)
• Strong project mgnt skills for information solution
Experience :
• Awareness on Processes and Products delivered in the program,
• Fluent in English
• Experience in Quality / audit are appreciated (desirable)
• Quality 2.0 approach /quality in agile development
• Competencies & Skills - (Technical & Behavioral)
• Rigor, Communication, knowledge of Quality standard (ISO9001, IRIS, CMMI, ECM,.) and quality tools
• Experience in operational activities and in documentation management
