IDEA seeks a Programme Officer for the Political Parties' Programme, reporting directly to the Head of Programme for Political Parties. The position is at level 6/7 and will be based at HQ in Stockholm. Some travel is expected.
Main functions of the post
* Manage IDEA's products on the subject of funding of political parties and election campaigns. At the moment this includes ensuring maintenance and dissemination of products (handbook, website, online database) and knowledge, as well as seeking opportunities for product development. This implies formulating and implementing research, publication and field projects, including seeking funding and budget responsibility.
* In two or more target regions in West Africa, Europe, Latin America or South Asia:
* Liaise with researchers and other country partners, and manage the editing and publication of country reports on political parties.
* Coordinate the writing, editing, publication and dissemination of a regional report, including recruiting and contracting report writer.
* Coordinate further political dialogue and possibly supporting research, including dissemination and follow-up on country and regional reports.
* Liaise and give support HQ liaison to field office activities with political parties.
* In working closely with other team members, currently six in total, contribute to the programme subjects of legal regulation and internal democracy of political parties, as well as promotion of women's political participation.
* Work closely with other IDEA colleagues, partner organisations and member state governments; representing the Institute in meetings, conferences and speaking engagements.
* Contribute to the quality control and analysis of research data, and development of policy options on the basis of findings.
* Contribute to the overall work of the programme, undertaking planning and administrative tasks.
Qualifications and Required Skills
1 Minimum of five years relevant experience working in an inter-governmental organization, political party or organisation, development cooperation agency, research institute or similar with tasks relevant for international democracy promotion.
2 University degree in political science, law, international development or related field, preferably with a focus on democracy and/or political parties.
3 Experience of political parties, from own activism or close association with and study of political parties.
4 Excellent skills in project management, including partnership coordination.
5 Skills in negotiation, advocacy and communication including the capability to deliver presentations and conference speeches.
6 Sound computer skills, especially in the use of Microsoft Office programmes.
7 Perfect fluency in oral and written English. Fluency in other languages, such as French, Spanish, Russian or Arabic, would be an asset.
8 Exposure to an international and multicultural environment. Ability to appreciate diversity and work as part of a team in such an environment. Excellent interpersonal skills.
