The Swedish Civil Contingencies Agency (MSB) is looking for experienced team leaders for capacity development programmes. The programmes are carried out in various parts of the world ant the objectives are to strengthen civil protection and disaster management capacities at local, regional and national level. We are currently preparing for a possible programme in the EU eastern neighbourhood area (ENPI). The activities to be carried out in the framework of this programme will mainly aim to: improve risk mapping and enhance preparedness and response capacities in the region, strengthen prevention and preparedness capacities at local, national and regional level, improve capacities for a coordinated, effective and efficient disaster response, improve information and awareness of populations regarding risk exposure, improve the legislative framework in the area of civil protection/disaster management in the partner countries. This programme is in its planning phase and may start during the autumn of 2010 and will run for approximately 4 years. Responsibilities Overall responsibility for management and supervision, of large projects or programmes, including both staff and budget management, Build and maintain alliances and network among government agencies, NGOs and other programme partners Liaise and co-ordinate the day to day work with the other project staff, projects and relevant partners Support all practical aspects of the running of the operation Responsibility for monitoring of training and competence building of national employees. Duties include ensuring accurate and complete accounting and that reporting and internal control systems are functioning correctly. You will be expected to perform other duties and bridge other project positions during leave periods as required. Qualifications Experience Applicant must be an excellent communicator and must have proven management and team workskills. S/he must be culturally sensitive and have an excellent ability to deal with government officials and other stakeholders. S/he is well experienced in managing large international programmes, minimum 8 years. Supervising and coordinating all technical aspects of a contract; ensuring good client communication; organizing and overseeing administrative and logistical support. International experience is necessary as well as knowledge of UN or EU system policies, rules, regulations.The expert should have at least 5-10 years of professional experience of programmes in developing countries or countries in economic transition. Specific professional experience The team leader must have extensive experience with capacity development approaches as applied in international development, including the relevance of context, drivers of change and political economy in relation to institutional development. Preferably some of this experience should be in EC-funded economic co-operation projects. The team leaders should preferably have demonstrated experience in Civil Protection area within the fields below: A) Prevention and Disaster Risk Reduction B) Preparedness, contingency planning and exercises C) Disaster response, response coordination Education Masters degree in a relevant area is required for most team leader positions. A relevant combination of academic qualifications and experience may sometimes be accepted in lieu of a master?s degree. Languages Applicant must be fluent in written and oral English (knowledge of Russian being a major asset), and must be computer literate.
