CERN's Finance and Administrative Processes (FAP) Department is responsible for the effective and efficient management of the Organization's financial resources and commitments while ensuring compliance with CERN's financial rules and procedures.

As CERN Treasurer, you will lead a small team inside the Department Head Office at CERN Finance and Administrative Processes department. The Treasury and Payment team is in charge of the Organization's treasury and cash management (CHF 1.3 billion) and handles all payments made by the Organization.

Functions

As the Treasurer, you will:
Lead the Treasury & Payments team
Meet the liquidity requirements of the Organization
Promote effective cash management, risk management and control processes in the domains of cash management and payments, while at the same time, limiting the risk of fraud
Ensure that the treasury and payments policies are exhaustive, up to date with current development and promote efficient processes
Maintain a high-quality service for the Organization
Ensure payments and treasury operations are controlled and made on a timely basis, in compliance with the section's procedures
Be responsible for the treasury related reports and documents such as Finance Committee documents, Month end and key performance indicators reports
Maintain good relationship with the banks, other financial institutions and CERN suppliers
Ensure the section's Internal Control System (ICS) is up to date and covers all existing risks and controls
Coordinate with other relevant functions in the organizations
Network with other organisations

Qualifications
Master's degree or equivalent relevant experience in the field of finance or a related field.

Any additional qualifications or certifications in treasury would be an advantage

Experience:
Extensive experience in the following areas:

Treasury and cash management
Financial risk management
Payment processes
Use of office software packages
Team management
Maintaining and implementing relevant internal controls

Technical competencies:
Cash management
Financial reporting and analysis
Knowledge of financial markets and related instruments
Contract negotiation

Behavioural competencies:
Demonstrating accountability: taking responsibility for own actions and decisions. Making appropriate use of the Organization's resources.
Demonstrating flexibility: readily absorbing new techniques and working practices; proposing new or improved ways of working.

Learning and sharing knowledge: sharing knowledge and expertise freely and willingly with others; coaching others to ensure knowledge transfer.

Language skills:
Spoken and written English and French: ability to understand and speak both languages in professional contexts as well as the ability to draft texts for publications and/ or official communications and to make oral presentations in both languages.

Employment Conditions
Contract type: Limited duration contract (5 years). Subject to certain conditions, holders of limited-duration contracts may apply for an indefinite position.
